The Auckland Council has voted to endorse Draft Plan Change 120 – Housing Intensification and Resilience, which will be publicly notified next week on 3 November 2025. This important plan change replaces Plan Change 78 and aims to shape how Auckland grows, from how new housing is designed, to where future intensification should occur, and how we manage infrastructure and natural hazards across the region.
In simple terms, Plan Change 120 (PC120) will influence where and how housing can develop across Auckland, especially in the Residential – Mixed Housing Suburban and Residential – Mixed Housing Urban zones. It keeps the Single House Zone largely unchanged, but updates suburban and urban residential zones to support well-designed, climate-resilient intensification along major transport corridors and around centres.
The plan aims to balance more housing capacity with good urban design, green infrastructure, and environmental quality, helping Auckland transition from older, built-form-only zoning to a more comprehensive and resilient planning framework.
Why it matters
Plan Change 120 will have implications for residential development, infrastructure planning, and future growth. It’s particularly relevant if you’re:

How to get involved
Submissions open on 3 November 2025, where you’ll be able to view the full proposal, check the zoning maps, and make a submission through various channels. Your feedback helps ensure local infrastructure, neighbourhood character, and housing growth are well balanced.

Complete the PDF submission Form 5 at www.auckland.govt.nz/planchanges . Please email your completed submission form to unitaryplan@aucklandcouncil.govt.nz or print and send it by post to:

Visit any Auckland Council library or office and ask them to print a copy of Form 5 and lodge your submission there.
You will be able to make a submission up until 5pm on 19th December.
