In New Zealand, land use consents are required whenever proposed activities fall outside the permitted thresholds set out in regional and district plans. Regional councils in Auckland, Kaipara, and Northland each have their own specific requirements and regulations, and even small infringements and modifications to land can trigger the need for more than one type of consent.
